Is Sleeping in Your Car Allowed at Michi-no-Eki and SA/PA in Ehime? MLIT and NEXCO West Japan Rules, and 9 RV Parks in the Prefecture

The Ministry of Land, Infrastructure, Transport and Tourism (MLIT) says napping in a car at a michi-no-eki parking lot is fine, and basically asks people not to stay overnight. NEXCO West Japan lists sleeping outdoors and living in a car at SA/PA as prohibited acts. This article puts together, from official sources, the 9 RV Parks in Ehime where you can stay overnight, and the rules on trash, idling and fire.

Summary

  • MLIT answers that a nap in the car at a michi-no-eki parking lot is fine, but it basically asks people not to stay overnight.
  • NEXCO West Japan lists parking for a long time beyond the purpose of resting, sleeping outdoors and living in a car at SA/PA as prohibited acts.
  • A search on the Japan RV Association site shows 9 RV Parks in Ehime. 3 of them are inside a michi-no-eki.
  • 71 pages for michi-no-eki in Ehime (regional bureau, liaison council and official pages) had no statement on sleeping in a car.
  • On trash, idling and fire, the original text of NEXCO West Japan and the RV Parks is quoted for each place.

This article looks into whether you can sleep in your car where you stop when you get sleepy or arrive at night while driving around Ehime. It uses the official answers of MLIT and NEXCO West Japan, the parking places in Ehime where you can stay overnight, called RV Parks (RVパーク), and the rules on trash, idling and fire, all from the original text I checked. For the parking spaces at each station, see All 29 Michi-no-Eki in Ehime. For the expressway areas, see All Expressway SA/PA in Ehime.

MLIT answers “a nap is fine, overnight stays are basically discouraged”

The Ministry of Land, Infrastructure, Transport and Tourism (国土交通省, MLIT) has a page called the Road Consultation Room (道の相談室). It has a question and an answer about sleeping in a car at a michi-no-eki parking lot.

Translation: “Can I sleep in my car in a ‘Michi-no-Eki’ parking lot?”

The answer is as follows.

Translation: “A ‘Michi-no-Eki’ is a rest facility that drivers and everyone else can use 24 hours a day to prevent traffic accidents. So it is fine to take a nap in the car to recover from fatigue during a drive. However, we basically ask that people refrain from using public spaces such as parking lots for overnight stays.*”

The note to the answer says this.

Translation: “*Some ‘Michi-no-Eki’ separately have parking spaces for overnight use. Please check the details on the website of each ‘Michi-no-Eki’ before you use them.”

This page does not say how many hours or what time divides a nap from an overnight stay. It also shows no update date.

The official pages of michi-no-eki in Ehime did not say whether sleeping in a car is allowed

For the 29 michi-no-eki in Ehime, I searched the following pages for the words “sleeping in a car” (車中泊), “nap” (仮眠), “idling” (アイドリング) and “RV Park” (RVパーク).

  • The station pages of the Shikoku Regional Development Bureau (四国地方整備局) (29 stations)
  • The station pages of the National Michi-no-Eki Liaison Council (全国「道の駅」連絡会) (29 stations)
  • The official pages of each station (13 stations. Some pages are short.)

None of the pages had a sentence that allows or does not allow sleeping in a car. “Lodging facility” (宿泊施設) and “Campground, etc.” (キャンプ場等), listed on the Bureau and Liaison Council pages, are names of items for attached facilities. I have not checked the signs at the sites. The list of stations and each page are in the sources of All 29 Michi-no-Eki in Ehime.

On parking hours, the Bureau’s station pages say “available 24 hours” (24時間利用可能) for 28 stations (all except Sadamisaki Peninsula Museum (佐田岬半島ミュージアム)).

The station that explains how to use its parking lot on its official site is Yawatahama Minatto (八幡浜みなっと) (dated April 18, 2025).

Translation: “The Yawatahama Minatto parking lot is for users of the facility and road users to rest temporarily.”

Translation: “For this reason, we do not accept long-time parking for other purposes, such as leaving a car and boarding a ferry.”

This notice refuses parking where people leave their car and take a ferry. It does not say anything about sleeping in a car itself.

Expressway SA/PA list parking for a long time beyond resting, sleeping outdoors and living in a car as prohibited acts

The FAQ of NEXCO West Japan (NEXCO西日本) explains SA/PA like this.

Translation: “Service Areas and Parking Areas are facilities for the purpose of resting for customers who use the expressway.”

The detailed prohibited acts are in the “Notes on Use” (ご利用上の注意) PDF (an illustrated notice) linked from the FAQ page. I read the notice as an image. Of its 10 items, the following relate to sleeping in a car.

  • Under “acts that go beyond the purpose of resting” (休憩の目的を逸脱した行為), it says this.

Translation: “Parking for a long time or a long period beyond the purpose of resting, sleeping outdoors, camping, living in a car, and the like.”

  • Under “use of fire equipment” (火器の使用), it says this.

Translation: “Using fire equipment without good reason. Also, camping, barbecues, fireworks and the like without permission.”

  • Under “noise and revving” (騒音・空ぶかし), it says this.

Translation: “Making noise such as revving a vehicle’s engine.”

  • Under “bringing in household trash and the like” (家庭ゴミ等の持ち込み), it says this.

Translation: “Bringing in, leaving or illegally dumping household trash, business trash, filth, dangerous goods and the like.”

For people who do a prohibited act, the notice says this.

Translation: “In addition, to customers who do these prohibited acts, the company may ask them to stop the act or leave, and may report them to the related authorities or take some other measures.”

Neither this notice nor the FAQ says how many hours counts as “a long time.” The FAQ page names two areas where you can stay overnight, Dannoura PA (壇之浦PA) on the Kanmon Expressway and Miyajima SA (宮島SA) on the Sanyo Expressway, both with lodging facilities (highway hotels), and no facility in Ehime is named. For SA/PA in Ehime, see All Expressway SA/PA in Ehime. Kurushima Kaikyo SA (来島海峡SA) and Kamiura PA (上浦PA) on the Shimanami Kaido are managed by JB Honshi Expressway, and I have not checked their rules of use.

The Japan RV Association search shows 9 places in Ehime where you can stay overnight

One of the “parking spaces for overnight use” in the MLIT answer is the “RV Park” (RVパーク) certified by the Japan RV Association (日本RV協会). The Association’s guide says this.

Translation: “An RV Park is a facility for sleeping in a car that meets the conditions set by the Japan RV Association to provide ‘a place where you can sleep in a car in comfort and safety.’”

The requirements for a facility include a toilet available 24 hours, a 100 V power supply, trash disposal, and the possibility of staying several days.

When I searched the Association’s RV Park search site (RV-Park.jp) with the prefecture set to Ehime, there were 9 results as of October 14, 2026. Prices are as shown on each page, and “~” is kept as shown.

The “Kurumatabi Manners” (くるま旅のマナー) of the Japan RV Association and Kurumatabi Club (くるま旅クラブ) list the following prohibitions and notes for facilities such as RV Parks.

Translation: “While parked, always stop the engine (no idling).”

Translation: “Activities and acts outside the vehicle (use of fire, barbecues, fireworks and the like) are prohibited.”

On trash, the same page also has this “basic rule.”

Translation: “The basic rule is to take trash that comes out during the trip home with you.”

As a request for public parking lots such as michi-no-eki and SA/PA, the same page lists the “10 Manner Rules to Follow Strictly” (マナー厳守10ヵ条). Of the 10 items, the following 4 relate to this article.

  • Do not stay for a long time (長期滞在を行わない)
  • Do not camp (キャンプ行為は行わない)
  • Do not dump trash illegally
  • Do not idle needlessly

The day I checked, and what I could not check

I checked each page on October 14, 2026.

  • Neither MLIT nor NEXCO West Japan gives numbers for how many hours counts as a nap or from what time counts as an overnight stay.
  • The rules of each michi-no-eki in Ehime (whether sleeping in a car is allowed) were not written on the official pages I checked. I have not checked the signs at the sites. For the latest notice for a michi-no-eki, check the station’s official page or its reception desk.
  • I have not checked the rules of use of JB Honshi Expressway (Kurushima Kaikyo SA and Kamiura PA).
  • I have not checked the idling rules in the Ehime Prefecture ordinance.
  • Prices, availability and booking methods of the RV Parks are as shown on RV-Park.jp. I have not made any bookings or inquiries. I have not listed the check-in time for Seiryu no Sato Hijikawa because RV-Park.jp and the Kurumatabi facility page differed.
  • The MLIT and NEXCO West Japan pages may change. Where to check is gathered in Where to Check Ehime Road Information Before You Leave.
